T-Mobile G1 Used G1 without web plan

If I buy a used G1 on ebay, can my neighbor just put her sim card in it without any web plan? She has a regular voice and text plan on T-Mobile with a cracker jack nokia flip phone and it's a hassle for her to send and receive texts. I figured she can get a phone with a keyboard and make her life easier.

Does she have to turn anything off so she doesn't get charged for web service?

I believe that as long as the ESN (electronic serial number) is not disabled them she should be fine. I know this is true for CDMA devices but not sure about GSM.
